Zhao Xinchao is a professor and doctoral supervisor of Beijing University of Posts and Telecommunications, and a doctor of science of the Chinese Academy of Sciences. He is currently the Director of the Mathematics Department at Beijing University of Posts and Telecommunications, the Director of the Information and Computational Science (Sino foreign Cooperative Education) program, the Vice Chairman of the Coordinating Branch of the China Association for Optimal Selection, Unified Research and Economic Mathematics, the Vice Chairman of the Mathematics Branch of the Beijing Higher Education Association, the Vice Chairman of the Mathematics Major of the Hainan Provincial Teaching Guidance Committee, and the Vice Director of Key Experiments of the Ministry of Education. He has been engaged in basic theories, algorithm analysis, and application in information science related to intelligent optimization, network optimization, and artificial intelligence foundations for a long time. He has successively hosted the National Natural Science Foundation of China, the Beijing Natural Science Foundation of China, and other funds.

He has published over 100 academic papers in academic fields such as intelligent optimization and artificial intelligence foundations, including two highly cited ESI papers and a high-level journal titled 'The Most Cited Article'. He received the second prize for teaching achievements from Beijing University of Posts and Telecommunications and the Beijing Municipal Government, the Outstanding Contribution Award from the Coordinating Branch of the China Association for Optimal Methods, Unified Research and Economic Mathematics, the third prize of the Wu Wenjun Artificial Intelligence Natural Science Award, and the Young Teaching Master from Beijing University of Posts and Telecommunications.  He has served as an editorial board member for international academic journals such as the International Journal of Swarm Intelligence Research.
